And so just thanks for what you do every Saturday and people look forward to it. We have the whole street and uh I talked to like Kevin and them and we’re gonna kind of go into a little bit into the park this next season just to kind of keep it more. I know Comm Redmand had talked about the variety of offerings, so you know I’ve gone there before and there’s been yoga in the park. They’re usually there till August 30th. But yeah, they, uh, they started 13 years ago. So this was our 13th season. 00:07:52,870 and next year we be our 14th, so I think we’ve been at Kwanas for 10 or 11 years now, so I would ask, uh, where are your vendors? They’re not all local. I know the one, community, I think out of South Dakota. Well, President Zimmerman and Commissioners, uh, as Mark, uh, stated, I am Burley County Comm Wayne Munsen. Uh, I am before you today asking for your consideration, uh, to extend the agreement that we have. Burleigh County has with the Park District to continue managing our parks as well as our boat ramps. 00:10:07,270 Uh, I can give Dave and his staff a lot of credit, um, you guys have done a phenomenal job for us. Our parks are in phenomenal shape. Uh, the work that you guys have done for us has been excellent, uh, and I’m really hoping that we can continue that relationship. Oh, yeah. Uh, because of, um, unfortunately in October, the county commission voting to discontinue the recreation levy. 00:11:27,000 So it’s, it’s, it’s a little tough because, um, the feeling that recreation is an important, um, to the Burleig County Commission is a little tough, um, for us to, for, for not speak for the board, of course, but tough for us to for me to swallow right now. 00:11:42,000 So um that’s probably what I’m just gonna stop at this point and see what my my fellow commissioners have to have to say, but it’s a, it’s a tough ask right now. Comm Redman, I completely understand. I am one of 5 uh, and, uh. I can be kind of loud, um, but being loud doesn’t make any difference on the vote. This is a decision between the Bismarck Park Board and Burleigh County Commission. Uh, so please don’t take it that I’m here asking. Burleigh County is here asking and so there’s not gonna be any hard feelings depending on how this vote goes. 00:12:53,900 Um I do know that we are, now here’s where the politics comes in, right? I do know we’re in a much better shape with Bismarck Parks taking care of our parks, uh, and so I really do hope. we can continue that I’ll go to Comm Gilbertson. Did you have questions? Sure. 00:13:16,270 Um, yeah, I mean, I in visiting, you know, with executive Director Clip Feld, um, I mean, I do share a lot of the, um, same concerns that Comm Redman has um the, the timing is not great, especially when, you know, comments are made, um. various comments are made. It’s, it’s tough to, to think, well, you know, like that this is a valued. 00:13:50,530 a valued partnership, um, the um the, the recreation levy is an important thing, um. it’s. it’s, you know, I mean, it’s, you know, it’s, it’s levied only against the citizens of Bismarck, and it primarily goes to um improvements and things in the city of Bismarck. 00:14:20,970 but I feel that sometimes um there may be some people that forget that the citizens of Bismarck are also residents of Burleigh County. 78% of them. Yeah. And, um and the, I mean that is, it’s it is difficult. It is difficult and to know what this, you know, what this, the park District has done in the county and yes, there are some pretty major things in the county that. 00:14:53,000 are run with agreements with the Corps of Engineers or the Burleigh County, um, water, you know, that wouldn’t be affected, but, but there are also some, some pretty major things that, um, uh, that, that would be affected and um you know, to and to say, you know, for our. 00:15:20,700 budget and and such to take a hit to provide those resources and those opportunities within the county I mean, to me, that’s a big assumption. That’s, that’s a real big assumption, given the fact that every um taxing entity. is, is feeling. 00:15:49,700 pinch right now, you know, based on things that the legislature has done, federal government, all that stuff, and, and, um, you know, I. again, personally, you know, from having sat on this side of the table, um, people can say what they want about fiscal management of the park district. 00:16:12,630 It’s, it’s good and it’s strong, and all you have to do is spend 15 minutes listening to Kathy and director or finance director Kathy and, and executive Director, um, Clifffell talk and you know, you, you know that um that it’s, that it is, it is a it’s, it’s, it’s run on a conservative budget. 00:16:46,800 They are managers and directors do amazing jobs and um it is just, to me it feels, um, as a Comm, it, it feels it, it feels just grossly assumptive to, to think that this isn’t going to have any impact on, on, on what we do. I know it’s going to have an impact. So, that’s why I said don’t, don’t, don’t,, don’t look at Wayne here. 00:17:09,270 No, no, and this is Burleigh County Commission, and that’s, and that’s where I’m directing it to. And I understand that walking up here. I’m, I’m directing it to, to the, uh, the, the Burleigh County Commission that it’s, it is it’s. it’s, it’s egregiously assumptive, I think so. 00:17:33,800 Comm Jesske, President Zimmerman, um, Wayne, we appreciate you standing up here, um, sometimes when you are an elected official, you have to have broad shoulders, thick skin, and short toes. Um I don’t know about that side of it. The other two I’m good. 00:17:53,530 But you know, for us, this is for me personally, this is really difficult because I’ve always really prided, uh, taken a lot of pride in the fact that the Park District has been a good partner with the school board, with the county, with the city, um, so we don’t want to make an a motion that um impacts our citizens deeply. but we also need to make sure that we protect the park district. 00:18:17,470 what we do. So and I know you can appreciate that and yeah, some of the, I’m gonna reiterate what’s Comm Gilbertson has said some of the comments that have been made are um they’re hurtful you know, um, and we’re not doing this. I mean, we’re, um, this is not about revenge. 00:18:42,500 but this is about making sure that we are being fiscally responsible to the park district and you know, we, we have a lot of work, um, and we’ve enjoyed our partnership with the Burleigh County, but I think sometimes maybe absence makes a heart grow fonder and maybe in a year 00:19:04,000 or two, if there’s new boards, you know, might be an opportunity to revisit this, um, deciding how we move forward, and I know there’s a a a opportunity to cancel this contract at any point to this agreement, but um, yeah, like I said, just put a lot of thoughtful consideration into this because 00:19:26,470 I don’t want to see a decrease in some of the good, um, services that we’ve been able to provide to the Burleigh County Park District or the Burleigh County, um, citizens, but yeah Thank you for coming here and taking the bullets that was in the JPA. Um and so the, the, the pieces of the agreement, uh, for the Burleigh County Park, uh, agreement, the, the pieces that we managed for Burle County, the Burle County Commission, Burle County Park Board was the Missouri Valley complex, so we did all the scheduling out 00:23:07,900 there, um, and maintenance and, uh, the community gardens, and then we managed the boat ramps in the county for that, and that was the big pieces of, of the agreement, um, and then Comm Munsen was talking about Driscoll Park, which is another one they wanted to add to the list this year because, uh, the 00:23:24,430 group that was taking care of that part for them in the past was unable to do it anymore. To me that’s a horse apiece. That’s a strange answer, yeah. These comments weren’t what Denny’s Elector got from their underground service companies. They had, they were trying to work with two different underground service providers and so I think we need to set up a meeting with Denny’s and these providers to find out, you know, 00:30:02,370 maybe dig in a little more detail to what their concerns are and if we can talk through them and make them feel comfortable with what we’ve laid out or at least make some, find some common ground there. 00:30:15,630 um you know, we’ve talked about alternatives, you know, we could put a drain field in that, in that for that facility which we already have, but you, you would take out a lot of trees. Dirty Be LLC bid 23% and Bismarck Food Service bid 22.2%. The minimum rent payment for the bid was $8800.
