00:00:07,370 Everybody, today is September 11th, 2025. Uh, the appointed time and place for the Bismarck Parking Authority’s monthly meeting, and I’m your chair, Jim Christiansen. I see that we, I guess, do we call a roll on this one now too? I can’t remember. We’re supposed to, I think. 00:00:22,630 So do you want to call a roll? I’ll catch you off guard, John, yep, here Osh Todd, and Jim. Yes, so we seem to have a quorm, so we will begin the meeting with the uh public comment period that is now part of the procedure for all city meetings. 00:00:43,730 If there’s anyone here that wishes to comment on anything on relative to the agenda. and I see and hear no one, so we’ll move on to consideration of the minutes. of the August 14th meeting. Questions, comments, changes, corrections Anybody have anything on the Mits? If not, is there a motion to approve the minutes? I’ll make that motion. Is there a second? Second. All in favor say I. I. 00:01:06,170 I. Paul the same sign that motion carries. We’ll move on to the regular agenda, starting with the financial statements, Jeremy. Um, yes, Mr. Chair, Authority board members, um, financials through August are looking good, again tracking, um, uh, pretty well to budget for month uh month to date and 00:01:24,970 year to date figures, um, our, our monthly parking revenue is down just slightly as I’d mentioned a couple of months ago, we’re, we’re down about 3% roughly, so not a huge, uh, difference, but, um, just kind of keeping an eye on that. I think the, uh, some of that has to do with, well, I guess. um. 00:01:41,900 what we’re seeing the monthly numbers dip a little bit as 3rd Street ramp and the, uh, 3rd roster lot, and I think that was with some of the, um, government agencies that had uh are parsed down I guess earlier in, in the year or so. 00:01:57,330 I lost a few monthly customers there, but, um, not, not a huge, like I say, huge difference not year-end, I think we would still be tracking well for total income, um, one item to note on repairers, maintenance expense items for August, um, larger amount there because we had the 6th Street ramp, uh, 00:02:13,000 re-raped, uh, this year, and that bill came in um just under, uh, or just under $11,000 so. uh fresh paint markings, maybe everybody can park within lines now. Yeah, probably not. So, um, the reserve account, we’re at 3,173,797 dollars 43 cents, uh, and then our checking account $361,930.83. So combined, uh, total um. 00:02:50,270 operating, uh, uh, mons is $3,535,728.26. Any questions of management regarding the financials. When was the last time we striped the Sixth Street and ramped just out of curiosity. Uh, roughly 3 years ago we tried to, we tried to cycle them through, uh, between each ramp every 3 years, roughly. OK. 00:03:13,730 So, the $3.5 million in cash and in the reserves Do we have any major capital expenses that are other than the, uh, well, we’re going to get to the, yeah, M. Chair Wend, I do have a couple P requests, uh, on, so we’ll later in the agenda here, so yeah, roughly right around 300,000 mark. 00:03:33,700 Questions anybody? Any questions? If not, is there a motion to approve the financials as presented? Is there a second? second? Oh, second. All in favor say ay aye, that motion carries unless anybody’s opposed. 00:03:50,100 Item 4 under the regular agenda is a status update on the Paradid Repairers project, Jeremy, yeah, I’m as Chair Authority board members happy to report that that project is completed, uh, the engineers have signed off on it and we’re. 00:04:11,430 we are repaired OK Are there any, any surprises that we should know about? Any? Uh, no, I think everything went well, um, as far as the biggest, you know, hinge factor was the shutting down the ramp over the weekend, uh, to get that traffic coding done, but, um, uh, they used a high uh cure rate, uh, traffic coding based that cures faster within 48 hour time frame and it actually, it looks well, um, even walking on it, the tread, um, seems to 00:04:30,170 be a heavier tread than what we’ve done a product that we’ve used in the past on yellow level, for instance, so it helps with uh slip resistance, which is good for wintertime, so. I think, um, I think it looks all right. 00:04:48,730 Anyone have any questions or Jeremy regarding the completion of those repairs, and I know later on in the season or in the year or early next year we’ll get to CapEx, uh, budget type items as far as future projects with that particular Mr Chair, I was actually did in preemptively um for the next item on monthly 00:05:03,730 parking rates. I do have just a couple items we can review at that on that item. because I’m sure we’ll be coming back to talk about the parque again. Yeah. And again and again OK, so that does not require a vote. We’ll move on to item. 00:05:21,000 5, review the monthly parking rates. Everybody has a copy, I believe, of the current rates. and Jeremy, maybe, if anybody is watching at home, we can recap the, uh current rates Um, yeah, as Chair of three board members, I put this on the September agenda a little earlier than we’ve done it, um, in the years prior where we 00:05:41,100 would typically review at budget time in January, but, um, wanted to put this on earlier this time to kind of, in case there is any changes that allows our monthly parking, um, especially the businesses to be able to budget because they’re rate on their budget cycle of this, uh, time frame. 00:05:57,230 So depending on what uh type of um what your wishes would be, then that gives them time to, you know, budget accordingly, but, um, as a, um synopsis here. So our monthly parking rates are currently sitting at $64 per month per spot. Um, we’ve been at the same rate since March of 2023. 00:06:22,370 And uh the last two year cycles of reviews, um, uh, the, the rates have not changed, and, um, hourly rates, uh, are $1.50 per hour capped at $8 per day, and then we do still have our smart, uh, Parmart pass coupons for, um, downtown businesses and uh restaurants for patrons, uh, that pay 75 cents per hour capped at $4 per day. 00:06:47,870 Uh, also in your packet is a, uh, a comparison of sorts between other city parking rates, not, you know, we’re not in competition with other municipalities, but good to just show a snapshot of where we sit, uh, as far as in line on kind of a um uh a market rate as, as you know, as a 00:07:07,600 comparison I guess, um and, um, to note also, I mean, there is a wide range uh between some of these cities of Fargo, Grand Forks, might not, uh, on those monthly rates and some uh some municipalities do a reserved, uh, spots at certain ramps and then also, uh, just for simplicity, I put an average 00:07:29,000 for all the rates because some municipalities do like first hour or 12 hours free, and then it, the rate goes up from there. So this is just an average. OK. 00:07:51,000 Do you have any recommendations, Jeremy, that any suggestions as far as rates? So as far as our expenses go, um, you know, to budget. I mean, we’re doing well on the income side, um, but on for future needs of capital projects, some of the items that I noted, um. was that the engineers recommended additional traffic coding, uh, for the remaining 4 levels of the arcade. I know we talked about that before, um. 00:08:12,800 and it wasn’t it like uh an emergency crucial item, just that it um elongates the life of the concrete from sp Pauling over time and um her level would be roughly 166,000 is kind of the engineer’s estimates for that. 00:08:34,870 So we’d be looking at, you know, right around 700,000 for to do the remaining 4 levels, but that isn’t something that we’d have to do all in one shot. Either we could do one level a year, working our way from the top down as they, they recommend since the top. 00:08:48,430 level is um exposed to the elements that would be best to do the, you know, the top and then go down from there. Um, we are still, uh, still on our radar is the uh security camera upgrades to, uh, from the analog to digital. Uh, that’s something we would like to tackle for next year, and that could range anywhere from 15,000 to 200,000. 00:09:06,800 Um, and then we were given a heads up about the 3rd Street ramp, uh, elevator. is that the controls, um are becoming obsolete as far as any parts that would need to be replaced, should something go awry on that, and that would get pretty expensive to replace that elevator cabins, right? Uh, it is original from 143, 30. 00:09:31,730 So a whole new elevator with a cab with controls would be around $100,000. So that isn’t to say that it’s gonna go out next year, we could get another 5 to 10 years out of this, but just so that we kind of have it earmarked. 00:09:45,070 And if it goes out tomorrow, what’s the lead time to How, how long would we be down without an elevator and that. Yeah, we would, it would probably be a month or two. Yeah. That we’d be down, so. Um well, oh, I’m sorry. 00:09:58,370 Well, just one last item I did report, uh, you know, last month that we had those two compressors, uh, that went down at the arcade, two of the four, so we are still operational. It’s just running, um, the load is is being carried on two compressors right now. 00:10:12,870 We did, um, file an insurance, uh, claim for that, still just waiting to hear back on the status. And that would be about 44,000 for that claim per each or total? Total. OK. OK. Um, so I was going to ask, when, what which meeting do we typically go go over the capital, uh, budget, the capex budget. Uh, typically January, right? OK. OK. Just kind of a heads up there as we move forward. 00:10:37,000 What are your thoughts on rates, everybody? And has, has there been any Kate in the downtowners are not able to be here today because they’re preparing for the street fair, which starts tonight and tomorrow and this weekend, but, um, was there any input from the downtowners or any of the businesses, Mr. 00:10:54,000 Chair, authority board members, I, I actually, um, hadn’t reached out to, uh, Kate or the Downtowners and um uh, I just missed, uh, doing that, but I, it certainly would be good to get their input as well. 00:11:11,530 This isn’t also, I wanted to put this on here early enough just for us to be thinking about it, not the management has a specific recommendation or expecting um, uh, the board to take action, but we could table it till next month as well. What are your thoughts? I guess I would suggest Jeremy, if it’s not too much of a problem is is we should run some numbers at what a 5% increase would look like. 00:11:34,530 and project that out cause we don’t bump up these rates very much, you know. And if you look at the other cities, we’re certainly under for the most part. 00:11:50,000 I mean, if we look at a 5% and with these big expenditures that we know we’re gonna have sooner or later, we have to react early, so we have some money in the bank. so if we could do that, I think that might be a good start. Doesn’t mean we have to do a 5%, maybe we do a 3 or whatever, but. other thoughts? I think that’s a good idea. 00:12:06,530 I’d like the input too, I think, from the downtowner, see what they, you know, what they hear and what they’re thinking out there. A good idea as well I’d rather be a little proactive rather than have to some chunk at some point. 00:12:22,730 Well, uh, you, everybody makes a good point as far as we know how expensive it is to operate these structures. um, but we also have to keep in mind that we’re looking at and being expected to step up to the plate for another parking structure and the next, who knows, 12 months or 18 months. and that $3.5 million could evaporate rapidly. 00:12:42,270 Um I wonder if we even want to talk about a sinking fund or setting, you know, dedicating something every month into a reserve account, I guess we already have a reserve account, but for a future ramp. um, the problem is if we had a surcharge for that and they never go away, of course, right? The surcharges. 00:13:03,170 So I’m, I’m certainly uh uh agreeable to, to continuing this item to the next meeting. See if anybody wants to appear, um. pro or con but I also agree with Todd and everybody else that we need to, we need to look at this, it’s been a couple of years, and our 00:13:19,630 expenses are not going down. so we’re kind of right in the middle on hourly with everybody else, but we’re low on monthly. Looks like we’re the same on uh daily with Fargo and Grand Forks. but OK Any further discussion on that one If not, we’ll continue that item to the next meeting in October. 00:13:43,800 and that still gives you time, Jeremy, to. put something together. Other business pay requests Um, yes, Mr. Chair, um, with our project completed now at the Parcade. I do have, actually wrote down those months here. Um, so restoration Systems Incorporated, um, they’re the final billing remaining portion for that is $263,251.13. 00:14:13,600 Uh, CW structural Engineers, final billing, uh, remaining portion,,,, $20,175 and Walker Consultants final billing, uh, remaining portion $10,872.04. and that would conclude all billings and for that project. Reps that one up. Is there a motion to approve or questions about the bills? Anybody have any questions? I’ll make a motion to proof All right. 00:14:39,230 John has moved to approval. Is there a second? A second. Seconded by Todd. Any further discussion? Hearing none, um, I don’t think we need to call a rule. All in favor say aye. A. pose, same sign, that motion carries. I guess so in the past have we called the roll on these votes, I’m sorry if I’m. Yes. 00:14:58,070 Get this, get this one mixed up with the Renaissance one. So. all right, uh, any further business? Mr. Chair? Would you? Uh, I just wanted to report that the, um, uh, Bismarck airport actually did uh upgrades to their parking equipment, this last summer. 00:15:19,800 Um, they switched systems over from Moo McGan to Flash, uh, a company called Flash, um, so they, um, the, the current equipment or the equipment that they had were used is obsolete now and um they reached out to us as the parking authority if there, if we would have a need for any of those spare parts or components, uh, which we do so, uh, Corey and the onsite staff team is 00:15:37,600 going to be, um, collecting those items and using the spare parts and gates and arms and some of the components for PayStation. So we, over the long term, that helps us get by a couple more years too on the equipment that we have, uh, and saves some money and keeps it keeps all the money within the 00:15:55,070 city as far as the capital improvements go, so it’s a positive note. Good. Good, good. Thank you for that report. Anything else for the good of the order, anybody? If not, and if there’s no objection, we stand Adjourned until October
