00:00:06,070 Good morning, everybody. It’s 9 o’clock on November 13, 2025. And this is the appointed time and place of the Bismarck Parking Authority’s monthly meeting. I’m Jim Christiansen. I chair the authority and I see that we have, uh, digitally available Todd Koash, uh, Jake Axman and John Berger are here. 00:00:27,170 Josh Keller is out of town, so we have a quorum. and our first order of business would be to see if there’s any public comment on items on the agenda. I don’t see anyone in the audience except for Kateate. and we’ll let her talk later So we’ll move on to the minutes. 00:00:42,900 We’ll consider the approval of the minutes of the October 9th, 2025 meeting. The corrections changes, amendments. comments jokes, anything? No, if not, is there a motion to approve the minutes from the last meeting? Move second. No. 00:01:06,330 Moved and seconded, all in favor, say I oppose oppose same sign that motion carries will move on to the regular agenda, starting with the financial statements, I 3. And as usual, we will ask management to comment on any irregularities, and then we’ll open up to questions. 00:01:27,330 Uh, yeah, as Chair, authority board members, um, so financial statement through October, a couple of items to note on expense items, repairs and maintenance, um, larger amount this month than is uh normally budgeted we actually had, uh, aeroservice team, uh, water extraction bill for 7 $7600 from the, uh, the, the massive rain that we had back in September where we had that seepage that came through from the alleyway into the Sanford space. 00:01:46,700 Uh, so we had to do some water remediation, uh on that, um, we’re confident that we’ve, uh, corrected, uh, the problem with the help of the of the city. He helped us, uh, tar seal, um, some of the cracks, uh, and next to the foundation along the arcade and, uh, where Sanford space is at. 00:02:06,800 So, um, uh I think we’ve got that, uh, got that handled, uh, and then also we had our, our semi-annual, uh, window cleaning of the ramps, um, of all the RAMs, uh, that Bill came in this month at $4000. 00:02:26,630 So those were those expenses, uh, on their, uh, remodeling further down on the expense column, um, that was the, uh, carpet billing, uh, for our new global Neighbors thrift store, space, new tenant at the Parcade, uh, in the year to today column, you’ll see what that total amount was and I had projected that we’d be um, just under 200 for that, uh, total renovation of that space for, for their lease, uh, other than that, no other, um 00:02:43,630 anomalies, so, um. Any questions of Jeremy? Anybody? Anybody at the table? Josh No questions. Um, the water intrusion incidents in September, is that any of that covered by insurance or not because it was overland or whatever right, as I unders, well, we I don’t think it would have meant deductible from that end 00:03:08,730 of it, so, um, so yeah, we didn’t didn’t submit that. OK. And that portion of the, of the repairs was how much? Uh, 76,007,600, OK. OK. Then, uh, global Nes, are they open or when do they open? Yes, yep, they actually opened, uh, last month already. 00:03:29,100 Um, I, they do have limited hours, uh, or not limited hours but uh, um, I think opened a couple days a week. Uh, it’s on their website, um, I just don’t remember what that is offhand, and then they do take donations on Tuesdays. Oh. Grand opening today, Global Neighbors. All right. Very good. 00:03:53,070 Thank you Any other questions of Jeremy on the financials, um, we could all ask this later, I guess, as far as the upper floor tenants, um. or we can talk about it now, it’s not on the agenda, I guess, but while we’re on the parque building, is there any any activity of the spaces that are gonna become vacant. 00:04:07,530 Yeah, so, um, because the coal trauma, um, actually, so their lease was had ended for end of October. Uh, they are moved out, um, CRA group, uh, is doing, uh, they’ve had actually a couple, well, I know of one, showing, but I believe they’ve had a couple thus far, um, so I think there is some interest or at 00:04:27,330 least there’s um no it’s being noticed in the market, so and just for those who may be watching, you know, off, offhand the size of the second floor offices that are vacant? Yeah, I believe it’s, uh, 4700 square feet, um, but we’re willing to subdivide as well. OK. Ready. 00:04:46,370 Any other questions besides mine? Anybody? If not, is there a motion to approve the financials. I’ll make the motion Is there a second? Moved in 2nd a any further discussion. If not, call the roll please, Sue. Mike. John? Yes. Jake? Yes. Todd Yes. Jim. Yes, that motion carries. 00:05:10,730 I’m sorry, I’d, I thought Josh was with us digitally. It’s Todd, my mistake. Uh, item 4 on the agenda is board member term. Josh’s term expires the end of the year. He’s not here to defend himself, but, um, do we have any updates from anybody at the city or, or from management. 00:05:29,170 Um, I, I just, uh, Mr. Chair Authority board members, I had put that on the agenda as a reminder, uh, in case there is any other, uh, persons in, in the public that would like to apply that the those uh applications are open until, uh, November 30th, um, via the link on the city website. 00:05:45,700 uh, and then, uh, I believe last month Josh said that he is, uh, uh, intending to reapply as well. All right Aid have you applied No. OK. Very good. I’m already here. Uh, you’re always here. Um other business, Downtown holiday lights decorating update. Kate. 00:06:13,370 somebody Kate from the Downtowners Uh, chair authority members, yeah, we, I was, we were just talking about it before you guys walked in, they were, they’re putting the lights up, um, in the ramps right now, the lights are um, the ones that we had suggested from other communities that have worked really well, so they’re Bluetooth enabled lights where 00:06:31,270 you can just kind of walk up to them if you’re close enough and change the uh, the colors and all that fun stuff. So coming up we have obviously Thanksgiving, we’ll swap out the downtown stuff, the like the banners and the pole lights, usually prior to Thanksgiving and then, um, there’s Black Friday, Small Business Saturday, there’s like 00:06:53,630 breakfast with San or Santa’s pizza party at the event center, so it’s a big weekend with a lot of lighting things up on Peace Park and the Christmas tree that’s there also get lit up that weekend as well. So, um, so it should be great. I’m very excited. 00:07:09,000 Thank you guys for, for doing that and thanks to the staff for hanging on my screamed across Main Avenue yesterday when I saw him out there. I was like, it looks great, and I think they thought I was, um, crazy. 00:07:22,370 So, so when I’m sorry, when will they officially be turned on in the evening? I’m going to leave that to your, your crew. I think they’re still hanging them and getting some electricity things going on. So for next week. OK. Next week. That’d be great. OK. Good deal. Anything else from the downtown perspective? Man, this is such a quick meeting. 00:07:40,000 I wasn’t mildly prepared for, uh, for you to ask me to come up here but um, we’ve, we’ve pulled some, we’ve pulled our locational, um, data for downtown just to look at numbers and visits. We’re still holding pretty steady, about 2.3 million visits to the downtown annually, which is pretty steady from last year. 00:07:57,100 Um, but it’s good or bad depending on kind of where you go each block. It might be, um that some businesses are doing well, that some might be, might be struggling and so, um, but overall, the overall feel for downtown is we’re at a level steady visit rate. 00:08:18,070 Um, and we have good loyalty to the downtown. So of the 2.3 million visits. it’s a lot of repeat visitors, right? So, um, that’s fantastic. There’s a lot of things happening with the event center right now, including, um the appointment of an authority board that will help with kind of like you all do with the 00:08:34,900 ramps here, but with the event center. So that’s upcoming as well as um selecting a third-party management group there. So that will be interesting to see how that all works out. Um, but it’s a it’s a big building that does, uh, help everybody but especially the downtown. 00:08:53,530 I accidentally went to A&B Pizza for an event on Friday night, and there was a concert at thet Center and it was jam-packed. So yes, Zach Tod, I don’t know much about country, so, but it was great, um, and that’s what we want to see more of. So that should be fantastic. 00:09:13,270 Um, overall, we’ve got some other real estate transactions that are kind of finishing up or in progress right now, so probably have a little bit more for you next month when they’re all sort of completed. OK. You’re on a roll, um, anything, any updates you want to provide on. 00:09:28,330 future parking structures or not really much to report there today, but you and I and, and, uh, city administration of, and sometimes the mayor have been meeting about it fairly regularly and exchanging um information. So, yeah, I don’t wanna probably don’t have too much to say, but it’s, it’s in progress and we’re working on it quite, quite, um. regularly, yeah. 00:09:48,000 Thank you. Any questions of Kate anybody while we got? No. Thanks, Kate. Anything, any other business? Anybody have anything for the good of the order since we’re all gathered here today? I’d like me to read some poetry or anything? I can quote the Raven from memory. 00:10:07,530 Yeah I learned it like in high school. All right, um, if there’s no further business, we will, and if there’s no objection, we’ll stand Adjourned until December 11th.
