The site forms have been provided to the historic Preservation for content and quality control. 00:14:49,630 Um, these were sent earlier, um, before the media since there was such a lot to review for those. Um, once the consultant has received comments and or corrections from this commission, uh, they will be sent to the State Historic Preservation Office for review in order to stay within the set timeline for the gre uh agreed upon, um, timeline that, uh, between the consultant and the city staff will need any 00:15:11,530 comments from this commission. Um that the commission may have no later than tomorrow, 5 p.m. if possible. Uh, a letter from the consultant, including a summary table of the 1st 20 sites was attached, um, to this agenda and provided to you prior to this meeting. 00:15:32,430 That is also, uh, at least the, the table is included on the screen in front of you, um, just kind of highlighting some of the key components, uh, from those 20 site forms. Um, absolutely, I can do that. And um thank you for having me here and for taking the time to review all that work. 00:18:03,900 Um, this is a really fun project for me as a Bismarck native and history enthusiast. Not everyday you get to do your job in your hometown. Um, so the reconnaissance survey sample. of 20 properties is what I prepared and what you would have reviewed, um. 00:18:32,700 as Lauren explained, and as my cover letter explained, these were um, closer to an intensive level effort for the sample, and I wanted an opportunity to explain to you that I chose to do that, um, I discussed it with Lauren, um, and Chair Demida as um an approach to orienting myself to the history of the neighborhood. 00:18:56,230 I specifically chose to do the 2 oldest based on the cities, um, construction dates that were provided, which some of which I’ve been able to find are incorrect or were kind of miscategorized or what have you. 00:19:14,270 But I started with the 2 oldest from that list to give myself the opportunity to familiarize myself with what’s primary and secondary sources are there to develop that historical context, learn about the neighborhood, kind of chronologically before assessing the rest, uh, and so why not put that information that I found out into these site forms that just makes sense to share it. um and so that’s why they’re a little bit more thorough. 00:19:27,800 There’s a little bit more about the different people associated with each property, which isn’t standard for a reconnaissance survey of uh potential historic district, um, hopefully I’ll find information in more expedient ways to identify other important people in that neighborhood through the Reconnaissance effort, but I, I want you to know that the reconnaissance level forms 00:19:49,530 moving forward for the other 180 properties will be a little bit lighter in content. Um, I don’t want anybody to have, um, a misunderstanding of what the sample survey represents. 00:20:11,530 So I did prepare is this, can we show that the reconnaissance example, basically the next one on my list, um, just to show you a difference, if you’ve already reviewed the other 2 forms, uh, you’ll just note that everything’s pretty much the same, except on the site summary. page. 00:20:31,730 So here’s the feature description, that’ll be pretty much the same as in the other properties, maybe a little shorter because I’m going, um, maybe just a little bit more quickly. to stay in budget and time frame. But the summary where I’ve been putting historical background on each property will be you know, rather than an an entire attachment page. It’ll more likely remain within that box that’s in the fillable form. I’d be maybe 2 to 3 paragraphs. 00:20:52,600 um I will not be going to the deeds, uh, like I did with the 1st 2 to find out the very first owner, um, I do have some really great resources at my fingertips to try to provide, um, some historical information in a really efficient way. 00:21:10,100 I’ve got, um, a PDF of the 1908 City Directory, for example, that I’ve been able to make word searchable. So if the property dates to before 1908, should be able to get, you know, from 1908 very quickly who the proper ty owner or resident or renters may have been, and, um, within the time available for 00:21:29,500 me, I will try to do that with the other city directories, 1928 through the 1930s just won’t be as quick because it’s not word searchable. Um, and, you know, I might be able to follow up a few things with, uh, newspaper articles, but it certainly won’t be to the level of description. 00:21:49,100 I was, I was able to provide for these 20. It will be sufficient, however, to make the uh required recommendation for whether or not these properties have integrity and would, um, convey their historic character look enough like they did in the historic period. uh, to recommend whether they’d be contributing or non-contributing to a potential district. 00:22:13,370 and um so that’s, I mean, that’ll follow the basic scope from what we originally. I just went a little beyond that for the 1st 20. Um, does anybody have any questions about that or anything else because um I’ve got lots to say. Sure. So, Comm Hall, the, uh, future recommendations. is a is a selected list, um, to recommend something as individually eligible, would require an intensive level. And I think on see, I’ve got my summary table. 00:24:12,230 There were one maybe just one property in this 20 that because I did a little extra research, like I had explained, I did feel like there was enough to say that this should be noticed by Shippo as a as a potentially individually eligible property. And that’s the um Dr Porterhouse at, uh, 8:24. 00:24:30,270 Northforth Street Um so that’s why that one’s checked. It’s because the research was there. I thought, um, Shippo should know that I thought the research was there for it to be individually eligible beyond just the parameters of this project. 00:24:53,900 Um, and with regards to uh, any other sites where it’s um, contributing and marked as like intensive or reconnaissance on some of these, I marked the first page. intensive here where where you mark whether or not it’s an intensive or reconnaissance, and I did reach out to Shippo to clarify for consistency in the project. 00:25:19,530 If you’d prefer me to refer to what the level of effort the whole project is, which is a reconnaissance. I can change them all to be reconnaissance. Um, it’s just supposed to indicate to Chape whether or not, um basically the research has been exhausted. Yeah. Um, and the proposed boundaries are somewhat arbitrary and so my, my management recommendations for where a potential district might change the more I learn from the rest of the survey. 00:26:35,370 And so at that point, at the end of everything, I might reassess or, um, revisit some of these and maybe it’s beyond what I think is an actual period of significance. Uh, maybe it’s something that was built outside. For example, St. 00:26:58,870 George’s is a mid-century building, um maybe in the end, there’ll be parameters for recommended uh, eligible district that has a cut-off date before the mid-century, in which case I’d revisit this and I would maybe revise and say it’s non-contributing because of that. Um so I just wanted to throw that out there. that the parameters may change, and I’ll be assessing as they go. Are you limiting yourself to one time period for the for this district? No, not necessarily. 00:27:18,070 Just I don’t have enough information yet, um, to really provide a, a confident, um, evaluation of whether something would be contributing or non-contributing till I understand the whole potential for district. 00:27:33,500 Does, does that make sense? Yeah, it seems like if you, if just if you’re looking at the oldest in this core area in 15 of them out of 20 are. potentially contributing you know, that’s a safe bet, yeah that’s a pretty good bet. 00:27:52,370 But that’s, you’re, you’re looking at a particular narrow time period there as well, but maybe in your whole district, you have multiple time periods, so Saint George’s would fit in there still, but. Yes, it’s very possible and it, and it’ll just depend on how the data all washes out on how much integrity properties have, and maybe we’ll identify that there’s some threats that have affected the likelihood of certain time periods or areas 00:28:10,900 of significance. So what are your next steps Uh, next steps are to continue with the other 180 sites. All of the all the field work has been conducted with the exception of two properties. 00:28:29,900 Um, I’ve been waiting for a good time to photograph the library when it’s not full of cars in the parking lot, and I just haven’t found a good evening to do that. Um, and then also Wilmore Elementary School. When I was doing the field work the week that I carved out to do the photographs. I, um I I noticed there was a lot of programming going on on the school grounds, and I did not feel comfortable. 00:28:46,070 I didn’t think people would really want me taking photographs with, with all the children on the playground. And so I’m going to plan an evening visit to Wilmore Elementary School as well to get the photographs when I can more reliably, you know, respect people’s privacy, um, and take 00:29:01,070 the photographs for those two sites, all the others have been documented, and so it’s just a matter of assembling the forms and starting to do the research and writing on each individual proper ty to the reconnaissance level. 00:29:20,730 So have you submitted these 20 to the? No, um, you guys have the first look at them and then per our um contract, uh, once I’ve got your comments, I have, I think, um, 2 weeks, something like that to turn it around and submit it to Shippo. 00:29:39,000 I think September 1st is maybe when I’d have to look back in my notes, but um, I’ll send them to get comments back from them probably and then have to address those and so, OK. Yes. And that’ll go be ongoing at the same time that you’re working on the next, so. Yes. So, um, I’ll just keep working and working and working on these sites. Yeah. Have you had any, um interaction um, with, with the in with the homeowners. that uh have, have been surprising. I mean, have people been receptive if they’ve seen, they’ve seen you out there. People seem very interested. Uh, and so, uh, once the conversation starts, they always seem interested in the project and they want to share something about their home, how long they’ve lived there, that they love this neighborhood. 00:31:32,530 Um, I’ve had a few offers for to provide some historical photographs, um, which is great and some past residents of the neighborhood, people who grew up in the neighborhood have shared with me some historical photographs, um, to incorporate in the report, um so things have been positive with the, with the few interactions I’ve had, um yeah, nobody’s been upset or or 00:31:57,800 concerned. Well maybe Noah and, um, in all fairness, the, uh, the response has been positive. And also, uh, the survey results Lauren has been sharing with me, uh, the survey that was sent out to property owners if they wanted to share information they have. 00:32:24,430 I have received some of those, um, not much for the sample survey, but, uh, for houses that I have not written up yet, and I’m saving those to my site files, and I will be, um, attaching them to the site form to be submitted to Shippo, so their words will actually be there, um, and then also I’ll incorporate any of the information if it’s pertinent or relevant to what I 00:32:41,500 need to write about. Um, and so that’s nice. Yeah. Chanadlan in Emily, you guys probably all know this, but I don’t, uh, if you could just let me know, um when you have the non non-contributing, um, what would cause a property in there to be non-contributing and how does getting that label, um, 00:33:04,100 affect this whole, the whole area. Uh, does it have any kind of impact on whether or not you make it a historical district or not or I’m happy to answer that question for you. Um, Comm Pursley, um I’ll be referring to National Register Bulletin 46, which gives additional guidance for evaluating properties that are historic residential suburbs. 00:33:30,730 Uh, there’s some additional guidance for assessing integrity in terms of a larger hole when you’ve got multiple properties, multiple sites that contribute to a whole, like a district. Um, and it gives some really helpful um, guidance for how to assess the integrity of the property. 00:33:51,000 There are 7 aspects of integrity that the National Park Service through the National Register Program looks for, uh, to be retained by the property in order for it to be eligible, uh, in addition to having significance, um, and so it’s things like materials, does it still have the original materials? Does it convey its original design? Is the setting much the same, um, and so each 00:34:11,230 individual property will be looked at for its retention of those qualities, uh, things like major additions that are visible from the right of way, uh, things like replacement of historic siding with something that’s not sympathetic, uh, something like replacement of all the windows or an enlargement of windows, um, things like that have an effect 00:34:32,530 when you look at them cumulatively on those qualities and so some of those things will, will maybe make a property not eligible, non-contributing to the district. Also, if it turns out that the data supports a certain time frame for the properties. 00:34:55,070 uh, thematically if a property falls outside of that period of significance, then maybe you’d be non-contributing And what a non-contributing status just means is, um, you’re still within a historic district, but you do not have the benefits for like potential for grants for restoration, things like that. 00:35:16,970 Um, properties can lose that status as a contributing property and become non-contributing if it’s ever resurveyed in the future. Um, information related to the America 250 tour. The first one will be that 2025 historic preservation Fund grant update. 01:14:24,870 We were awarded two of the three projects, um, are, are funding for two of the three projects we applied for grant funding for, um, those ones are the Downtown Historic District survey, we got funds to conduct that project, and uh we also got some funds, uh, as well as providing the match through for the historic preservation plan. 01:14:48,370 Um, so that subcommittee’s been holding off to, to really finalize things until we heard back from the state on this, so, um, once, uh, we receive, uh, uh, uh, I guess once we actually signed the contract, we can actually get started on working on these projects, um, we’ll have a bit of a tight 01:15:10,230 turnaround, um, to get started working in sending out the RFP for the downtown district, um, just based on what our timelines were for, for what we included in that application, what is approved with the contract. 01:15:35,900 Um, the contract is, as we currently speak, being sent, uh, for the next city commission, um, for their approval, and it’s going through the uh contract review process and through various departments. Um, so hopefully soon, uh, and by the next meeting, um, we’ll see that as a regular item on our agendas to start discussing and getting ready for.
