All right, Annie, call it, please. Misser Noddlin here, Comm Peron, here, Comm Hall, Comm Swanson, Commissioneracerson here. Comm Zenker and Chair Engel. Here. 00:00:56,900 All right, now, is there anybody uh from the public that would like to speak. And we, uh, recognize that Comm Zenker is late, but here, called out in front of everyone Dan. It’s, it’s a little, it’s a little cold out. We’ll, we’ll give you some slack, 30 seconds. 00:01:21,470 He did not need to know about that. OK, um, so, uh, we, uh, it is the, the new year, uh, 2026. So we have uh two Comm spots, um, that have been filled. Um, we are recognizing the reappointment of Comm Amy Sagerson. Thank you for re-upping, um, and coming back to us, not really leaving. 00:01:48,730 So that’s awesome. Thank you. Uh, and we’d like to introduce the new Comm, uh, Ken Perrin. Ken, would you like to introduce yourself? Yeah, sure. I’m Ken Perrin. um originally from Grand Forks area, I have a small town in Fisher, Minnesota, and I moved here in 2020. 00:02:07,470 I went to UND, graduated in 2018 with a degree in kinesiology and then I, uh went back to southern New Hampshire, went to school online, and I graduated with a degree in finance, got into banking about 4 years ago, um, so I’ve been working at Brevera Bank for about 4 years now. Great. Welcome. 00:02:28,170 Uh, and I would like to put it on record that Annie wanted me to make you do that in interpretive dance, but I said no. So I got your back. All right, um, the oaths of Office have already been signed prior to the meeting. Uh, so we will move on to the election of officers. 00:02:45,800 Are there any nominations on the floor for the chair or vice chair. Do chair first, I guess. I would like to, oh, go ahead. No, I’d like to, uh, nominate Chair Engel to re um serve or continue serving as chair. I will accept that nomination. Are there any other ones? All right. 00:03:16,270 Um, any other nominations? Do we have to vote on this? Yes? OK. Annie, please call the roll. Fisher Swanson Yes. Commissioneracerson. Yes, Comm Hall. Yes, Comm Peron, yes, Comm Zenker. Comm Nodland, and Chair Engel, do you accept? Jim hey, I at least got a shot this time of doing that. Last time I didn’t. So yes, sure, I’ll take it this time. 00:03:43,370 Um, and for vice-chair, are there any nominations? nominate Beth No. Any other nominations? Hearing none. Annie, please call. Monsieuracerson Comm Perrin, Comm Hall, yes. Comm Noddland. Yes. Uh, I’m sorry. I, I’m mixed up. Uh, Comm Swanson, Comm Zenker. Yes, Chair Engel, heck yeah, and vice chair elect, do you accept? Yes. Yeah, yeah, Yes. Yeah, yeah yeah, yeah Yes. 00:04:21,730 Yeah, yeah, Yes. Yeah, yeah yeah, yeah. Thank you all for that. It’s pretty fast, no arm wrestling needed. Um, OK, so now the public comment period, uh, I should read my packet a little bit closer before I put my notes on here. Uh, any anybody online? No? OK. Uh, we’ll move on to the regular agenda. 00:04:41,100 Um oh, we have to probably yeah, the minutes. There we go. I’ll make a motion to approve the minutes from the last meeting. I will second the motion. Glad you all are on it Any, any discussion? Corrections? No? OK, then we can. Comm Perrin, Comm Hall, Yes, Comm Swanson, Comm Nodland. Comm Zenker. 00:05:14,470 Yes, Commissionerakerson, and Chair Engel, yes. All right. Moving right along. Uh, the 2024 Historic Preservation Fund grant updates. Uh, Cherry Engel and Comm, so there are 4 parts to this agenda, um, just since we have 4 open projects under this grant currently. 00:05:40,530 Um, most of them are just providing updates to the commission, um, just to make you aware, my plan is to provide a rundown of all of them before getting commission action on the ones that require it. So the first item is an update on the South Capitol survey. Um the next key item on the timeline for this project is the Simonilla, the site forms. 00:05:59,100 to this commission, you know, as well as the state historic Preservation Office by the end of February. Um, the memo in the agenda included some information regarding the current and projected status of that middle. 00:06:19,630 Um, additionally, in an effort to increase public awareness about the project, and the Bismarck Historical Society, uh, included an article in their upcoming newsletter about the history of one of the properties that was, um, part of that initial 20 site forms. Um. at this time, no action is recommended of the commission for this project. 00:06:40,730 The second item is an update on the local history education resource kits, on the subcommittee is currently finishing up the activity pages, uh, and he has begun work on the teacher resource guide, staff anticipates that the drafts for those activity pages and worksheets will be ready for this commission’s review within the next few months, which, uh, with the teacher resource following shortly thereafter. 00:07:00,470 Um, no action is recommended of the commission for that project at this time. The third item includes information on the baseball history brochure project, um, at the January 2025 meeting, the HPC decided to allocate some of the, uh, grant funds, um, to develop a brochure to cover the history of baseball in Bismarck. 00:07:24,170 Um, in order to keep expenses related to this considered eligible. The state noted that the project will need to be kept to Bismarck and not be tied to our, uh, not be tied to a particular site. 00:07:45,330 Um, it could also include discussion on other historic baseball diamonds, call out the general history of baseball, Ricarding who we, uh, and when and could be considered an educational resource, um, former Comm Percy had started working on this project in 2025, um, but as he is no longer part of the historic preservation Commission, it would be helpful to identify a Comm who would be willing to help draft that brochure. 00:08:05,900 Um, with regard to the printing of the brochures, uh, staff would suggest identifying Epotential quantity and giving direction on the selection of a printing company as well. So for that project, uh, staff have noted 3 recommended actions of this commission. Um, number one, to determine which historic preservation Comm would be willing to help draft, uh, the content of that brochure, uh. 00:08:28,000 uh, number 2, would be to determine a potential quantity of the brochures, um, which would help facilitate, um staff, uh, with, uh, getting quotes to this commission for that. Uh, and number 3, would, uh, be to provide direction on selecting a printing company for the brochures. 00:08:57,330 Um, and the 4th and final item under this agenda item includes an update on the HPC booth at the 2026 home show, um, staff have secured a booth at the home show, uh, which will be held March 20th and 21st of this year. 00:09:19,270 A portion of the remaining funds from both the local history, education resources kit, uh, as well as the baseball history brochures, um, were earmarked to help facilitate this endeavor. Um, Staff confirmed with the State Historical Society and that this would be an eligible expense under this grant, as well as producing educational materials to provide to attendees at that event. 00:09:41,700 Um, staff and Comm Swanson and Sakerson, uh, met in December to discuss, um, what to include at that event, and, uh, that discussion included creating some uh banners, signs, and various informational items to hand out to attendees at the event Um, staff is confirming the number of exhibitor passes that the HPC will have for this event, um, and Comm Swanson andakerson, as well as a staff members have volunteered to man 00:10:09,630 the booth so far that weekend, um, but it is open if any additional commissioners would like to participate. Um, no action is recommended to the Commission at this time for that project. That’s it Thank you, Lauren. Um, is there any discussion on any of those updates before we get into the baseball action, yes, Mr. 00:10:31,500 Zenker. Jerry Engel, uh, Comm, so on item one with the baseball, I know Mr. Scooter’s not here to defend himself, but is there any chance that he might be willing to finish writing that up since he started it. and the sports knowledge that he carries with him? S. send an ask maybe? Yeah. 00:10:52,630 Floorin, do you have any? Uh, uh uh, Comm, anchor chair Commissioners, um, I, I could definitely ask a former Comm Perley about that. 00:11:13,000 I do know, uh, he was pretty busy previously, um, which is why he wasn’t able to attend a, some of the past few meetings we did have, um, but I’m more than welcome, are happy to ask him about that. Please do, we could do it poorly, and then he could correct us too. Yes, Comm Nodlin. can we stay on that for a second? So. 00:11:36,900 very go there Lauren, um, if, if this event is March 20th um, would be the deadline that we would need to ask him for in order to get it printed. It doesn’t have to go through a review. of the Shippo or a bus of the brochures. or former Comm Jackson. 00:11:54,330 I mean, I guess I’m just curious if, if it’s 2 months, you get 2 months till they come, till the Uh, I, uh, Comm Noddland, Chair Commissioners, um, the, the two months would just be for the, the HPC booth at the home show. It wasn’t anticipated that the brochure would be ready by the time. that was done We. 00:12:25,000 Uh That’s good If it is, we could definitely provide copies, but we’ll see. Uh, if you want to check in with Scooter, um, then we can make a decision or someone else can be nominated to be, uh, the second. 00:12:48,870 Any other baseball fans? Comm I, I heard a nomination that Beth could handle it at it or to see if it’s already, I mean, Tory had a lot of it written and stuff, so I don’t, I can, I’m willing to take a look at it and I might need help. We have a document. Yeah, yeah. We wrote something for the timeline. So. 00:13:00,900 For that, I have a copy of it and I’m sure that, that former Comm, um, Jackson would be happy to provide that for our use. OK, yeah, if you wanna, if you want to whip something up or finish it off, you think, and then we can run it by the other guys for pictures or any of that. 00:13:16,800 So I assume that they all somebody has some of that. I’m sure, uh, former Comm Jackson would have plenty of images to share. OK, great. Thank you Now, Comm Engel, if I might, um. Yes. Have a, a kind of an update as we were talking about the education kit. 00:13:39,730 um, because we’ve been collecting the sort of the procurement officer for that project, and, um in, in building the things that we are going, we’re gonna select to put in that kit as as items. for for them. um we will have include some things such as the baseball. 00:14:08,800 um, information thing because that’s a good thing to put in there, but our focus for the education kit is the 30s in Bismarck. Um, and while looking at some of the things that we were amassing, um, I reached out to the Career Academy, Pat Phillips, um, and he is willing to, um, facilitate using his, his students. 00:14:40,070 to, um, help fit the kit itself to contain um, the spatially to contain the items that we have are going to be presenting in that because it’s a joke you’re talking about? No, not at the show. This is at the, this is in the kitchen. Oh, you’re talking about that, or lymphoma or lymphoma or lymphoma. 00:14:56,630 It, it’ll depend. They will make that decision when they look at it. It’s a, it’s a spatial spatial exercise Project, um, but he also has another set of, of, um, students that he’s anticipating may be able to, um put together because we, uh, Lauren, among others found, um, scripts from the um 30s 00:15:26,000 of a radio radio history programs that were created by Bismarck High School students. We have the scripts are in the archives We have the scripts, and, um Mr. Phillips thought that that might be a nice program. 00:15:55,370 He can get his, get kids that fit that project to recreate the radio show itself that from the script, sound effects and all that, and they have a cooperative agreement with Community Access. So they may actually be able to make a a Display. Uh, makeup of CD of what this radio show would have sounded like because it was actually aired in the 30s on KFYR, but they didn’t have recordings back then. 00:16:18,600 So we don’t know. So this would be a way to make it sound so as part of the kit, kids would be hearing kids from 90 years ago. doing their own, you know, doing their own version of a radio show. 00:16:42,370 Um, and then from that, one of the lessons would be can, can they, can this new group of students at any time. recreate another one of the, they’re like 7 different um, storylines So it’s kind of, it’s kind of exciting in this that that and I, but I wanted everybody to know that we were beginning to sort of work a little bit collaboratively with the Career Academy because I think that 00:17:04,370 it’s a we like those alliances. It’s, it’s kind of exciting and the career Academy seemed very excited about working with us on that, so just wanted to throw that one out there though. That’s my school date. Thank you. That’s great Um see. 00:17:33,170 Are there any other volunteers for the HPC booth, uh, for the home show. Does anybody else want to take a spin? on that I should be able to to help. OK. Sounds great. Thank you. Figure if there’s more, I will try and make it as well. I have to check those dates, but, um, I’ll put myself down as well. 00:17:50,700 Um, take some, uh, Lauren, do we have a problem with passes or are we going to be able to pass those around. Uh, uh, good question. I, Comm Swanson, Chair Commissioners, um, so as I said, I am looking into that. 00:18:11,170 I know we do have a set amount, um, I believe it did allow us to purchase additional ones if needed. So that could be an option if we’re needed and if we can make that happen, that’s cool. Otherwise, we’ll be on, on track just in case somebody gets sick or something. It’s still March, who knows? Flu season. Um all right, um, for the potential quantity going back to the baseball. 00:18:33,370 um, brochures, uh, does anybody have a, a target in mind of how many brochures we would need. My brain says 300, but I don’t know that’s just a number. 00:18:50,000 Dang, I was thinking it’d be, I don’t know, maybe we could work with the Bismarcklarrks and have one of their games where it’s like they distribute the brochures at it. So it’ll be that and then have like a reserve, I don’t know, 50. Yeah Miss Noddland, yes. Cha Uncle, I was going to suggest that we, um, look at how many of our walking brochures and the, and the other uh printed material that we’ve done. 00:19:11,370 We’ve done so many, so much printing. We should have an idea if it’s a trifold thing. I mean, and if it’s being handed out, I mean, I, I think it’s gonna be really popular. And so it, I mean, having all, I think we need more than 50 extra. 00:19:29,370 I think we’re gonna have an interest, especially if like for this, um, McQuaid tournaments or for other events where there’s, that’s, there’s a, there’s a lot of interest and so I guess I would rather see what those, I don’t know what, I don’t think, I think those printings are around $2000. 00:19:48,100 Is that really we have $2000 in the budget for it. um, so we can maybe see how much, if depending what it looks like, Yeah, what will that bias? Uh, I chair Commissioners. 00:20:10,000 Um, so based on our most recent, um, brochure, the Highland Acres brochure, um, which was slightly different than what our previous ones were, um the cost for around 4500 of that was close to 2500, um. um, but that also included the additional design costs, um, that we worked with uh United Printing on um like I said, that was slightly bigger than what a typical trifold is. 00:20:33,470 It did have an extra layer to it, so I would anticipate it might be around that 2000. That should be a good number for all, you know, I would think that the larks would pass them out multiple games if they had leftovers as well, um, and yes, Jangle, I was gonna say if the larks have an event, a big event that they want to hand 00:20:50,900 them out, maybe they could do a run of them too, or help, you know, con contribute to our printing costs for that and then if we have an I don’t know if that’s allowed, but if we have an as a co-sponsor of that event’s printing, but, but if we have how many baseball teams and 00:21:07,800 softball teams are there in Bismarck. How many, you know, how many visitors do we have? I, so beyond if the larks wanted it, I think they maybe we could ask them to help. Yeah, you said we had 4500 of them. 00:21:25,870 Uh, so, uh, Chair Engel, Comm, so with the Highland Acres ones in order to utilize our funds to the best of our ability, um, for that previous grant, I did look through a wide range of, of different amounts. We had previously, uh, included 3000 within our grant application for that as this was not originally included within a grant application. That’s why I’m coming to you. 00:21:45,100 Um, but I could do, I just wanted a general idea of what that quantity would be and what you were expecting. Um, I’ll likely get a range of quotes for this, um, just based on your discussion here, um, and come back to you with those amounts and see how it fits in with our overall budget for this. 00:22:04,270 That sounds good. And uh, uh Cheangel, uh, 11 thing that we could consider is, you know, have it where it’s like distribution at McQuaite’s tournament, which, yeah, it was a great idea. 00:22:21,470 Um, you know, at least one larks game and then maybe have either use extra funds, you know, because I’m a 4, I don’t know, 4500 seems a lot, um, but or work with the larks to, you know, have, you know, little, uh, pamphlet holder that’s got to cover so it doesn’t blow away or get wet. 00:22:36,900 Uh, you know, next to one of the, one of the, because they had the signs outside their little outside the stadium for, you know, history of, you know, baseball and Bismarck can be good to just be like, oh, if someone wants to just take a pamphlet, they’re, you know, just have some, have some extra there. For sure we could do that. Um, also, this is going to be canned material about the history of baseball in Bismarck. 00:22:52,870 We don’t necessarily have to burn through all of those in one year. We can keep some for next year and do that again, um, as a multi-year project. So we’ve got lots. So if you want to get some quotes and we’ll figure out quantities from there. All right, thank you. Yes. 00:23:08,900 The, uh, the academy, the, at, uh, up at BSC is, is willing to have their art students, uh, participate with us too. They just, they need projects is what they want or what they like. 00:23:25,370 We can feed them, yeah, right, exactly what I was thinking if we’ve got more banners to do, that’s the first place we should probably go maybe. just that’s just uh, something to keep in mind as we go along. Sure, thank you. That’s good. And then Ardy Sttones do the folding? All right Um, I believe that that is the end of the action items for all those unless I miss something. 00:23:49,370 Uh, Chair Engel Commissioners, um, so with the the lower costs for these brochures, um, just looking for direction if it would be fine to go with a single, uh, printing company or if you would prefer uh that staff reach out to multiple printing companies, um. 00:24:20,000 for all the quotes I guess I’m gonna throw my opinion out there, and you guys can react to it, but I would say if we stick with the same one, we kind of have a thematic, uh, brochure selection for, for the other ones that we’ve put out. but we don’t necessarily have to do that if anybody else. 00:24:39,900 has an opinion Uh, Lauren, do you think, I don’t know, I don’t know who offhand who he was, but it’s like, you know, pitching it out, you know, essentially a little RFP to the printing, local printing companies, do you think we’d have a large cost savings versus extra labor cost or? I don’t know, I’m, I’m a numbers Guy, so it’s like what 00:24:55,730 would be the cost benefit? Uh, I, I couldn’t tell you, uh, Comm Hall, Chair Commissioners, um, it it could be a cost benefit. It it might not be, um. I, I know our previous ones, we’ve, we’ve gone with the printers which then transition into the United Printing for all our previous brochure work, um. 00:25:19,170 but I, I would leave it up to the commission for this. Comm Zenker, is there any thresholds that we have to meet unless we have to go out for we’re not exceeding the thresholds. OK, then. Just, I would recommend just to have staff do their standard practice. OK. Sounds great. Thank you. 00:25:37,800 All right Uh, then we’ll move on to the 2025 historic Preservation Fund grant update. Uh, Chaangngel and Comm, um, a class 3 intensive survey of the downtown area, including the current Downtown Historic Districts, and the area surrounding it, uh, was described as a project under the 2025 Historic Preservation 00:26:04,600 Fund Grant. Um, the project work is expected to begin in March of this year. A request for proposals was issued on October 20th, 2025. Proposals were received on December 19, 2025, 12 proposals were submitted in response to that RFP. 00:26:27,530 Uh, the selection committee reviewed the proposals against the evaluation criteria set forth in that RFP, um, based on their review, the selection committee recommends Gray and Paep to conduct the Class 3 for the Downtown District survey project, um, the scoring sheet for that review is attached to the agenda item. 00:26:48,870 Uh, staff recommends that the historic preservation Commission select Gray and Pa to conduct the Class 3 for the Downtown Historic District Project Uh, I’m gonna give the, uh, this part over to you, uh, Comm Nodlin, since I had a, uh, a steak in this one. So conflict of interest. Thank you, Chair Engel. Um, yeah, I guess I as vice chair, I will lead this discussion. 00:27:15,070 Um, we had, uh, a group review, the tel proposals. Some of them were quite long, and I think we came up with a, an idea of having a page limit in the future. 00:27:36,870 And, uh, so in the, uh um, there is a table on there that reflects some of the the scoring and um I guess I don’t know if I’m in discussing this if I can, uh, I guess what we’re looking for is a motion to accept the uh recommendation. I, I had a question. 00:27:52,470 Uh, but you’re not on, um, and I guess it’s for anyone, um, aside from, you know, TerraCann and some others, but it’s like to, I guess for Gram Pa, do they have anyone local or do they, have they done much work in North Dakota? Uh uh, Comm Engel, um, and commissioners. I don’t think that I can answer. Oh, can you? OK. OK. 00:28:13,270 Um, there was a question too that came back from the applicants asking if there was a local uh well I don’t know what the right word is. Uh, preference. Local preference, and the response was no. 00:28:31,900 And so, um, Graham Pas, I believe they’re in their qualifications they discussed a number of projects in North Dakota that they worked on, uh, quite a few, and then they have a person who I believe that they are, uh, subcontrac ting to, um, as well. And so, um, but they had it all, I think it was asked during the application period. All right, thanks. uh, thanks now. 00:28:48,900 Yeah, my, my, I mean, not being on the selection Kenny was like my, you know, biggest concern voting would be, it’s like who know, making sure they know what they’re doing. It’s like, they know what they’re doing in states they’ve worked in, but it’s like every state’s a different beast and they want them to run afoul of Shippo. 00:29:02,800 Yeah, Comm Hall, everybody took that into account for all, for all of them. OK. All right. Thanks. Does anybody else have any questions? I’ll make a motion to approve as presented. We have a motion. Do we have a second? A second. A motion in a second, is there any other discussion? hearing none. 00:29:35,900 Annie, can you take Mr. Perri? Yes. Comm Hull. Yes. Commissioneracerson. Yes. Comm Swanson. Comm Zenker, and Vice Chair Nodland. Yes. All right, congratulations to Graham Pape Good proposal Um then moving on to the 2026 historic Preservation Fund grant application. 00:30:11,230 Uh, Chair Engel and Commissioners, uh, the application window for the 2026 historic Preservation Fund grant for the North Dakota CLGs is open. Um, the minimum required matches 40% of the project total and matching funds, uh, for that can be cash or in-kind support, so donated labor of uh both staff in the commission, uh, or other representatives within the community. 00:30:34,170 Um, the deadline to apply is Friday, February 20th, um, the period of performance for the grant runs from October 1st, 2025 through September 30th, 2028, um, and that was confirmed by the state. 00:30:56,100 There was a small typo within the notice of funding Um, the draft application is included in the agenda item for your review and consideration and the timeline of the application submittal is identified on the agenda memo. Um, the application includes 4 potential projects in addition to the administrative budget, um, some of which has been discussed previously by this commission as future projects. 00:31:17,330 Um, so the first, uh, potential project would be a a historic contex study, um, that first project requests funding for a consultant to conduct a historic contact study of the downtown area to build on the upcoming Class 3 project, as well as supported potential nomination within that area in the future. Um, the request funding for that would be 27,500 with a match of $7,689. 00:31:41,000 Um, the third or the second project, um, would be, uh, a project for historic district plaques, um, and those plaques would be of individually eligible, uh, or contributing or individually listed properties in downtown Bismarck. 00:32:08,630 Um, there are currently 11, uh, individually eligible or contributing properties, uh, or excuse me, there are currently 11 properties individually listed in the National Register of Historic Places in 19 properties that are individually eligible slash contributing. It’s intended that the plaques would include a photo of the historic building, a brief description on its significance, and it’s unique features as well as include information related tits inclusion in the national register. 00:32:33,270 Uh, the funding request would be $8800 with the match of 2, 694 Um, the third project identified in that application is for a historic building maintenance brochure, um, this project, uh, requests funding to create a historic building maintenance brochures with information to support common local issues, um, which may include, um, We reglazing, uh, updating certain features that are very common in our historic districts or historic homes, um, 00:32:56,330 and it could be used to support future public outreach opportunities, um the funding request would be uh 1500 with a match of 3080. Um, the fourth and final project uh request funding to create coloring books highlighting national register properties in Bismarck. 00:33:23,330 Each color coloring page would also provide a brief history of the properties, um, the funding request would be uh for that for $8600 with the match of $2610. Um, staff recommends approving, uh, the 2026 Historic Preservation Fund grant application. Right Thank you, Lauren. Um, let’s take the first project first. If there’s any discussion about the context for the Downtown Historic district, yes, Hoer Hall. 00:33:49,530 Chair, now, I guess this is actually for all of it. Um, cause they know we had had all just had to make a grab bag of projects for us based on the uh tight timeline. What’s the normal amount of grant money we. 00:34:07,170 we’ve gotten over the years Uh, great question, Comm Hall, Chair Commissioners, um, so our typical uh, amount of funding that we’ve received, uh, for projects has ranged between 20,000 to, uh, I believe our, our greatest, uh, was close to 35, 36,000, um, for those projects, um the notice of funding, uh, for this specific grant application had a total of $82,000 available for 8CLGs. um, With North Dakota. 00:34:36,500 I not all of the certified local governments apply and not all of them received all the project funding that they apply for. So please keep that in mind. That’s good to know, uh, but I like having 4 options. 00:34:50,000 So depending on what kind of funding we get, um, for any of those. Yes, Chair. Now, now you’re making me do it or not, but. you’re just going to be the chair for now. 00:35:05,900 I guess I want to, uh, I will talk about that, but I, I want to point out as well that in the uh the grant document that got sent to us all, um, there’s a link there to the National Park Service website that shows examples of what other cities and CLGs have gotten, and all of these are on there and there are examples there if anybody ever wants to go look at those, um, and so uh that was really um helpful to see like what 00:35:26,170 other cities have done with their with to make coloring books or to make um brochures and I think a lot of the brochures are examples that we can borrow from. 00:35:50,630 It’s pretty standard information, but the context was developed to continue our project, um, and it was, uh, the difference between a class 3, which the class 3 project that we are starting now, um, has a request in it that our consultants, now Graham Pape, will be making some recommendations. They’ll look at our themes and our national register, um, criteria and, um, they will come back in April April 2 of 2027, they will give us a draft. 00:36:12,100 and we can look at that, that, but we’ll, we should have it in hand by then. And so this uh project was developed to continue that in the next, over the course of the following year after that, so that our downtown historic District project just keeps going and that we build the pieces that 00:36:30,370 we need. So we’ll have our class 3 done and then we’ll build the context document. And then the other context documents that are, you can link to on that National Park Service website, that can’t just straight historic contracts that are written to be incorporated into future NRHP nominations or amendments. 00:36:55,870 Those documents are anywhere from um, 175 to 300 pages long. So it’s a decent document for us to work with, um, going forward. It’s, it will be a pretty thorough history of Bismarck’s downtown at least, um, that we can use for everything, for every fun thing that we want to do going forward, but it will 00:37:14,800 give us the basis to um to move forward. And so there won’t be a year gap between finishing the class 3. and the next step. So it’s really meant to just keep the ball rolling. Um, I wanted to make one request for an amendment in here. 00:37:35,330 um on page 20 uh is a a was a proposed timeline and we had assumed from the grant application that the work had to be done by October of 2027, but we found out that’s not accurate. It’s 2028. 00:37:57,430 So we would like to amend this this grant proposal that I think we’re being asked to approve tonight. um we would like to change the dates after the 5th entry, um, the, the July 15th. after the July. Well, the July 15th 1. Starting with July 15th, make that the year 2028. And so the following would be July 30th, 2028, September 15, 2028. But it kicks it down the road. 00:38:22,970 It gives the consultant a year to do the work, and they have public meetings and they have research and they have, um, they can do oral histories, so whatever it is that they do to build whoever it is, whatever they do to to build these contexts it gives them a year so that that’s this timeline 00:38:41,530 is a year long and that that’s that’s consistent with all of our previous grant work that we’ve done. OK that seems reasonable. Um, can I get a motion to approve then? Um, Iowa Comm. Yeah. 00:39:10,330 Um, chair, Engel, I would make a, a motion to amend those dates from July 15th on forward, um, where they now read 2027 to read 2028. to be in keeping with, with what, what we’re going for. You’re making a motion to. Making a motion to, to approve to amend the, um, dates to read. 2028. So, do we need a second the amendment first? Second, the amendment Yes, uh, commissioners. 00:39:40,800 So, um I think if we’re going to approve the entire contract, you can make a motion to amend the dates and approve the entire contract in one swoop. so that way we don’t have to go through. Yeah. All 4 projects. Yeah. Yeah. OK. Exactly. So, I didn’t know if we were. 00:39:56,430 So, if you go through the four projects, everybody’s good with the 4 projects. The one final motion can be to amend the dates per Comm Noddland and, and Commissioneracerson and then approved the contract. OK. So, OK OK. Is there any other discussion about the other projects, uh, the district plaques, the maintenance brochures, or the coloring books. 00:40:21,370 Well, the coloring books share would be a great project for the Career Academy. Again, you know, they can do the line drawings of the historic properties and all the slave labor we can get. We’d have a big chunk of our budget. taken care of. That sounds great. 00:40:38,500 I want one, though, cause I like home. Give it a try. Sure, Enkel. Yes, although I really like the language in here right now about us working with the arts community as well, so that that would change that language, this would then not be about working with the arts community. It would be about working with the Career academy. 00:40:58,270 And so I guess if we would be asking uh, Lauren to rewrite this. or, or both. I mean, it, if we’re gonna not put it out for local artists. um, to you know to sup spread the historic love around. Can we say local groups and make it more generic. 00:41:22,230 Instead of Call specific out student dance, student groups as well as the arts community. I think that sounds good. I had one question about the district plaques. 00:41:47,370 um these are going to be on the building or in front of the building or Chair Engel Chair Chair Engel Chair, uh, Comm, um, so I, I have spoken with members of the Downtowners, um, they’re a little bit more tied in our downtown, uh, property owners than say a staff member from our department typically is. Um, I did bring this up, gauge their reaction. They did say they’ve had some interest from property owners, and that would be interested, including that on their building. 00:42:09,230 Um, I, I believe there would also be some additional issues if it would be out within the right of way, we would need engineering, uh, to look through and approve that, if that would occur, um, it might also create some issues with, um, the sidewalk components uh within the downtown is they’re not as wide in some areas. 00:42:31,630 for sure, yes OK, wait to angle. Yes. Can maybe Comm Zener Comm Zener would know Comm Zener, is this something that needs to go through the Downtown Review, the design review. Uh, I was just thinking that myself. 00:42:52,970 Uh, based on the size and what we have, I’m sure there would have to be some type of formal process to do that. I know when I mean, there’s limitations as to how big it can be in all of those things. So once it meets those parameters, I wouldn’t envision that staff would design a plaque or something we go in a building that wouldn’t meet those standards, right? It would be counterproductive. 00:43:11,170 So, um I envision neon lights. Yeah. So, I think we’ll, I think we’ll be OK. But, yes, it would have to go through that process. OK. Yep. We’ll make sure to get that approved. 00:43:29,800 uh, Chair Comm, uh, Comm anchor, um, for further to your point, um, there are provisions um within our zoning ordinance that calls out um exclusions for signs, plaques being one of them. Um, if there would be any review, it would go through our administrative sign review process, um, or I, I could also run it past our Downtown design review, but I, I don’t believe we’ve had any issues in the past with that. 00:43:46,370 OK, great to know. Comm, I, I don’t see anything in a line item for design of these plaques. Once again, we’re gonna get into a situation where we’ve proposed to do something and we have to have somebody give us an idea of what we want to do I I, I might, uh, have made this 00:44:04,100 as, as clear as possible. Um, my, my bad on that. Um, but, uh, Chair Commissioners, um, the design of the plaques would ultimately, it, it’s just writing the description of the significance of the building. Typically, a lot of that information’s already included within the nomination. 00:44:24,900 Um, so that information can be compiled that way. And the, the design would ultimately have a historic photo. I don’t believe there’s too much artistic design, that would be incorporated with the plaque that would require outside additional help with that, um, which, which is why it wasn’t included in here. Um, if that would be something you’d like to see in there. 00:44:47,730 I could uh write that as well. Comm Swanson, it was, it was my idea for that one. It’s basically like the name of the building originally, or, you know, like original tenant, a photo of it. And then, yeah, a couple paragraphs. It’s pretty straightforward. 00:45:00,800 It was, um, I think I brought up early last year of like what Hood River Organ had done and some other cities around the country have Dan where it’s just, you know, helps people connect with the past of what the building, you know, the history of the building they’re looking at. 00:45:11,430 Uh, so it’s like we’d need MO to be a graphic designer just to lay it out. Right. But no, no fancy design, no like, you know, extra, you know, fig leafy stuff that’s, that’s what what I what was referring to we’d have to have something to 00:45:23,630 work on and then they’d come back with a shop drawing of the plaque, and we prove it and then they’d go ahead and manufacture it, but We may need to run the text, um, by Shippo and possibly the Parker if it’s National register that we’re calling out specifically. I know when I did the National Historic Landmark nomination. 00:45:45,370 The vetting of the language that went on the plaque was a pretty big deal for the NPS, so. yeah. um Chaangelng and Comm Hull, can you, are you envisioning, is this a metal plaque or brass plaque or a, a, like a street sign kind of like what do you? 00:46:01,530 Well the neon. Um, I work with Lan. Uh, working with Lan, um, initially, you know, uh, only could find, you know, brass or bronze plaques, I guess, but she meant, you know, she did some digging. 00:46:18,700 She actually found a Bismarck connection, uh, out in Oregon where it was, um, they managed to find the manufacturer of them. I don’t know if you heard back yet. OK. Uh, so, uh, Comm Hall, Chair Commissioners, uh, it was an aluminum, uh, it’s like plaque, OK, I couldn’t remember. 00:46:36,800 Um, so, uh out in Hood River, Oregon, uh, they did their signs about 20 years ago, so somewhat outdated, but the, the manufacturer is still around. They still do the signs. Um, I did find the manufacturer who does the signs, um, wasn’t able to get a quote in time for this, um, for that, but, uh, based on, uh, looking at other sign places that do other national register signs, uh, specifically, um, the 00:46:59,370 National Register component but also the outdoor component, um as it would be on the face of a building, um, and, uh, where the signs also have the installation options, yeah, included with those signs, um, that range was anywhere between 400 to 1800, uh, depending on the design, uh, and the size of 00:47:22,230 that plaque. So, um the, the estimate that is included within your pocket is that mid-range component for those signs, uh, a bronze aluminum, um, component, yes. Any other questions, comments? Changing, I have one more comment. 00:47:53,170 Um, not knowing the strategies we’ve done when applying for, you know, historic preservation grant before, uh, are we, is it normal to just, you know, throw them all at the, you know, ShipO and see what sticks, or do we rank them or? Throw them all and see what’s next. OK. I just want to make sure I’m not. That’s the official term. That’s what we have on there, yeah. 00:48:06,470 See if we can get more than half the grant. Yes. Yeah. Well, and I know in the past that they’ve had leftover funds and they were encouraging us to add, but we were having trouble already deciding how to use our phones. So, but this year we’re on top of it and we’re gonna ask for, yes, we have very generous. 00:48:23,630 And it’s been awesome to, to get some of this stuff developed for our community. I, I know that the community is looking at it and very appreciative of our efforts. So. Thank you. Nice. 00:48:46,630 All right, so we have one amendment or did I miss another Engel and Commissioners, yes, uh, there was an amendment to add or change the wording um within the National Register coloring books, um, to move from just an artist, um, to local groups, uh, and have it put out there, right? And then, and then the dates. And then the dates date changes to the 2028. OK, so I believe we already have a motion on the table to not really, not really. 00:49:08,900 should scratch that. You should, I hold it Withdraw the motion, right, in the second. I withdraw the second. Yeah, there we go. OK, now we can start with a clean slate. I move to approve amendments and overall items. OK. All right. Any other discussion? Thoughts? OK. Annie K. Mr. 00:49:34,900 Nodland Yes, Comm Zenker Yes, Comm Perrin, Commissionerackerson. Yes, Comm Hall, yes. Comm Swanson, and Chair Engel, yes. Awesome That’s amazing. Um, I think that’s the regular agenda. Are, is there any other business that is not known to the Comm at this time? I will throw one thing out there real quick. 00:49:56,500 Um, I don’t know if anybody saw it, but on our social media post for the city. They have the, uh, 19 or the wait, the yeah, the 1926 fire engine and our newest fire engine, kind of on a social media post, it’s kind of cool. 00:50:11,070 Um, so I’m sure it’s on the website if you need to see it, Calen’s probably got it or whatever, but it is interesting when it, you know, you got a 100 year fire engine in your fleet yet, so that’s very cool. Thank you for the reminder. Um, are the, the applications, the application process still open right now for the uh awards. 00:50:32,600 uh, Chair Engel and Commissioners, yes, the historic Preservation Awards are still open. Um, I believe they’re open until March 30th of this year. Um, I haven’t checked recently if we’ve received any as of yet, um, but I anticipate we’ll at least get one. Yeah. 00:50:50,000 All right, well, this is the call out to the community to uh get your applications in. Uh, we look forward to reviewing it and seeing what y’all are doing in the community. Uh, we are going to Adjourn then, and the next meeting is February 18th, right here at the Tom Baker meeting room.
