Um, there's nothing that Miss Dupree or any other vendor has done wrong. We just felt when we reached out to many of the park districts and no one's selling tobacco on public courses, and there is different permitting that's required. And so we just made the decision at that time to keep the policy as is And not make any changes at that time. But it was discussed and I'm sure Commissioner Scott will echo this, that Miss Dupree was approved for two events and that we would honor those two events for the 2026 season. And we just felt like the the policy that we've been using in the past and present is the one we want to stick with. It could be somebody that sells golf socks. We just don't know. Um, we don't necessarily need the the, uh, pro shop folks to have the pressure of having to make those decisions. And then, uh, Garrett and Brent obviously would be those people that would make the decision, but obviously they're not always there. So, um, also some of our staff is not is probably not 18 or so having somebody in control of something that, uh, is you need to be 18 to sell, um, would put staffing uh, restrictions on to. Um, we have taken additional personal golf carts onto our golf course. And it started out kind of an incremental process. And I think we're up to ten is that we're at two now, ten private carts. And they are required to buy a season pass through the clubhouse, which they've done. But as we go, we're starting to see potential liability to the park district. Coming with the the age of some of these individuals driving carts. So we have kids under the who do not have a driver's license, take in their parent's cart and utilize it on the golf course. And so we just want to present a policy to kind of protect the liability of the park. District Attorney. Ruff has reviewed and provided comments that Golf Operation Manager Schultz had put in there. Um, but the concern I have, obviously, is today, you cannot rent a cart at the park district unless you have a driver's license. Now, we all know that there are kids that ride with their parent, and they drive the cart periodically here and there, but an adult with a driver's license or adult over 18 is present with those. And I can be the first to say I had my daughters do it when they were, you know, young kids driving the cart for a little bit here and there or on my lap. And we get that. And we're not trying to be the police. But if an individual is taking a cart with no adult in there. Under the age of 18 and or no driver's license. What liability does the Park district have if something were to happen? And so I get that staff wants to have a little bit of flexibility to be able to say, like this kid or that kid may or may not based on their performance and behavior on the course, but the reality would be is what liability falls back on us if something were to happen and God forbid, nothing does. But that's why we have insurance, why we have attorneys, and that's why we have policies to protect us. And so the policy is presented to you, as you can see. And I'll let Garrett, I guess, share a few more comments as far as how he came up with the language. 00:13:22,650 S6: Commissioners, as we review policies each year, this is one thing that came up. As Cole said, with more and more private carts around the golf course, our current policy states that you must have a driver's license to rent a golf cart. We've got a parent child policy that also says the same thing within it. This has really expanded quickly in the last couple of years where we have more and more individuals. We haven't had issues to date. We want to be proactive on this. You know, just within as with any Park district facility, our goal is to provide recreation in a safe manner. This is an opportunity where if the wrong individual does have a private card, it could really open up a lot of issues. So what we're trying to do here is, you know, protect our course, protect the safe environment for everybody that uses it. Um, I've asked for a little bit of flexibility in that because we do have some younger individuals that are responsible that do use a golf cart quite frequently. Um, that probably do have the ability to do that in a safe manner. Um, I understand the position that we want to protect the park district from a liability standpoint, and that the cleanest way is just to allow for a driver's license, or you must be with somebody with a driver's license. Um, I understand both sides of it. There's a point to be made about, you know, serving the people around us as well. I'm willing to take that extra responsibility on of, um, you know, determining that. But I think it probably opens up some gray area as well, so I'm really open to interpretation on that. Um, commissioners, I'm here today to talk about our new youth flag football program, which says the Recreation department is very excited and proud of, um, this program is offered to boys and girls entering first and second grade. So a coed program, um, we're going to be offering that at Mandan softball complex using the South fields. And then that program will start up at the end of August and then end the beginning of October. So it's just a it's a quick program, especially with the daylight that we have to use. Um, practices will be Monday or Tuesday and then games on Thursday. Um, the fee that for the program is $65. That follows all of our other youth programs as well, besides baseball. Um, you can see on the slide here that I have the demand experience and just overall collaboration. We saw a lot of demand for this in our program surveys that we send out at the end of the season, um, year after year, people are stating that they want to see youth football in the Mandan area. So that's where this program came to be. The next slide here just kind of gives an overview of the field and the rules, the teams. Um, the field is approximately seven by 30 yards total, including 210 yard end zones. Um, the field is divided into 412.5 yard segments. Um, of course, as you know, it's a non-contact sport. Um, of course we're still finalizing the rules and things like that, so we'll have that all posted on our website. Um, the teams will be played in a seven seven format. Um, team capacity on each team. I guess the total number of people on a team will depend on how many people register. So our goal this year is 80 participants. But again, it's hard to predict that exact number. Um, as I mentioned before, it will be co-ed and offered to boys and girls, and then the volunteer coaches will serve as referees. 00:20:38,790 S3: Um, my staff did meet with the Mandan Touchdown Club just to to inform them and also to kind of collaborate with them. And they'll also plan on helping to advertise this program itself. Um, the next steps here is you can see that it's laid out that registration will start June 15th, and that'll wrap up at the beginning of August. And then our season will start at the end of August and then conclude at the beginning of October. Um, I didn't mention, but we do have, you know, of course, kickball is going on at the same time, but kickball is Tuesday and Wednesdays, and this program will be Monday, Tuesday and Thursday. We plan to use the same site supervisor out there. Um, she'll she'll be out there those three evenings. And then again, the fields won't be overlapped. So we're not worried about that. And of course, softball season will be over. Um, as you see in the packet back from 1993 that we pulled from the minutes that was previously Park district land. We cannot find any type of written agreement that states that this was created, and that it was agreed upon, that if this land was donated to the school district, that the land would come back to, the partnership was ever to be sold. I talked with Mr. Clemens, the principal that was back in the 90s and some at the Y. Last week he brought up the same comment that that was park land and that the deal or the concept and the discussions were that if that land was ever to go back for for sale, that it would come back to the Park district at that time. I have no idea if dollars were exchanged back then. We don't see any documentation that there were. Um, so regardless, the school district is going to transfer the land back to the park district. And there are currently, as you can see in the map, if you're driven by there is a basketball court, there is a swing set there today. The fencing is in good condition around the the west, south and east sides of the property. Um, the Morton County Council on Aging will be put in a fence on the south end of that upper level parking lot to kind of differentiate between the property lines. We will maintain the hillside and the bottom areas of grass. There is no irrigation system in there. Those are things that we'll have to talk about in our planning as far as budgetary. We preliminary discussed park operations, uh, and I this morning just trying to figure out what we want to put in there. And I know on the packet I talked about doesn't necessarily need to be a park today. Um, there has been some preliminary discussions from the school district from the sale that there might be some financial contributions to a playground. Can't hold them to a certain dollar amount or amount. We do know that most playgrounds on the low end of cost is right around about 100 grand, and that doesn't include any of the Ada access to it. So there's some definitely some costs that if we're going to do this, we we got to consider it. I also think we've done a nice job of communicating with the surveys to the public, trying to get their feedback, trying to get an idea of how much age group, sometimes it's 0 to 5 is more popular than a 5 to 12 playground, as you saw on the map how close we are to other playgrounds. And then we have a rotation of all of our assets of our playgrounds. Dustin has done a nice job making sure those rotations are being met. How is this going to come into our budget process? If we do two playgrounds at the same time, or don't do one and create a park here? So just more planning, I think is what we're going to do here in July. The property will probably transfer over if approved at June board meeting. The transfer will happen from there. Doesn't mean we have to do something immediately, but I think we have to have a plan. The concept is to have the four lots today determined again, kind of going back into our planning that development and Sunrise Estates is about I think two homes are built on it at this time. Once you get to about 50% build out, then we would like to build into our process for the playground and park to be developed.
