Uh, she was inquiring about the replacement of the playground at Developers West.

So that’ll be a 27 year old playground that will install or will reinstall, I should say. Recap and introduction of Sam Schmidt, facility supervisor.

00:09:58,730	Good evening, president Mehlhoff commissioners. Uh, tonight, um, we’re here to just to give a brief overview of the raging river season that just ended here in August. But first, I want to introduce our new facility supervisor, Sam Schmidt. Um, he came on in May to run the park this summer.

00:10:15,830	Um, he was a part time employee for us for about nine years. And he graduated from University of North Dakota and then started forth with us on May 21st of, um, this year. So it’s been a great pleasure to work with him this year.

00:10:31,230	And it’s been we had a great, great season and we did some good things. So I’ll just kind of go through a few of the highlights. of what, um, what we accomplished this year. We first of all, we made it over $1 million in revenue this year for the first time that I’ve ever been a part of for Raging Rivers, um, which is a great thing.

00:10:51,100	Um, we were set attendance record for July of over 26,000 people attending the park in July, and it was just short of our, um, attendance record in 2021 of 54,000. We had 49,000 people come through the park this year, which was great. Um, a couple other things.

00:11:12,100	We were open for 71 days this year out of 88. Um, another thing I, I want to give kudos to Sam about is we extended the park another week this year. Um, and people were pleased. I mean, they were very appreciative of extending the season. We had some great hot days in August, and people took advantage of it. It was busy.

00:11:30,100	Sam did a great job coordinating the staff, things like that. You know, it was it was a lot of work because, you know, you lose a lot of your staff to college. You lose a lot of staff to sports and things like that. But we were enough to get ten guards usually every day. And some concession workers.

00:11:43,030	And Sam had to work more on the Saturdays to to get enough people. But it worked out. And it was it was good. Good for the, uh, the park district and things like that. So, um, one other thing to talk about is the tenants numbers for, for the this year and compared to last year. Um, June started off pretty rough.

00:12:02,630	We had about 9000 people in the park in June. And then like I said, we brought over 26,000 people in, um, in July. And then we did about 14,000 in August. Um, so that roughly around 49,000 people. Last year we did 35,000 total people through the park.

00:15:20,270	We received four letters of interest in proposals back to the Park district that we then had a review committee, which was made up of park operations. Dustin Fleck, uh Commissioner Froehlich. Who’s unable to be here tonight, and Claudia Lee of the park foreman. I had to pull myself due to a conflict of interest with my son in law working for a competing firm.

00:15:33,030	So they put together the RFQ and they summarized it. And in front of you is kind of a quick scoring, as you could see through the, um, the four applicants that we received and CL, J was recommended based on their experience.

00:15:49,570	Um, some things in the RFQ that we required so that the next step, if the board approves a proposal here tonight to to award their proposal for phase one is a cost of $19,000. I will touch base on that cost here in a moment. But part of the proposal is to conduct for site assessments.

00:16:03,770	And I know in the email I sent out, we, uh, we would like to be able to solicit for different sites for multiple reasons. One obviously, cost is about utilities there. Are there other amenities that we may have to bring in, such as parking lot, restrooms, parking? As I mentioned earlier, and utilities.

00:16:19,170	And then we have the ground testing. Those are some of the most important things that we’ll have to look into as we proceed. If we select four sites, and that’s what this committee will do. Um, we’ll put together the sites. As I mentioned the email, we’re at around six sites right now.

00:16:34,430	Today we are trying to find another site north of the interstate. I reached out to Verity Homes with Art Gold Hammer. He has that land west of old Red trail. Um, there is some land dedicated for us for a future park. When that development does come into development. And that site would be a potential site.

00:16:50,430	It is a long ways from the center of Mandan. Um, I’ve mentioned the tennis center’s potential site with the parking lot that we have there. I reach out to Mr. Cooper. He would be interested in some type of transaction not to be determined what that would be if we wanted to site it there. And then we talked about Casey Park in the center of town.

00:17:05,570	We’ve also talked about the former Custer Elementary site that will be transferred to the Park district. And we have Legion Park, um, to the south side of town. So those are some of the sites that we’ve had, um, basically put together today.

00:17:19,830	The concept that we’re looking at, if we’re approved, is we would like to put something out on social media that kind of has the list of all of our different sites that we’re potentially putting out there, get some feedback from the community about where they think this should be potentially be located.

00:17:32,630	Doesn’t mean that where they pick it, because they live in a certain area means it’s going to go there, but at least it gives us another resource that maybe we can consider as an opportunity to get some public involvement. And then the next step would be once that site is conducted, we would have to narrow it to one.

And then we would develop three conceptual plans, no different than what Dustin was talking about with the playground equipment, we’d have three different conceptual options of

00:18:00,400	a splash pad. You know, it could be themed, it could have lights and things of that nature, or it could be just the standard that you see around, um, North Dakota that you do here today. So those are some of the next steps that would take place.

Um, if we’re not ready in December, obviously we’ll push it to the January, but the sooner we get it done, the sooner the design can happen.

00:18:26,670	And that would be phase two, that the board then would agree to move forward with the cost. And I do mention that the retreat we did not set aside a dollar amount. We tentatively put together a number between 750 and $1 million, which would include, um, design and engineering fees associated with this.

00:18:42,970	Um, we have not amended any budget at this time, but the $19,000 that the cost for Clay in the current 2026 budget, I have dollars set aside in engineering planning that we would not have to amend any budget for that cost. So we do have built into this year’s budgets.

00:19:01,700	The 19,000 could come down if we choose to eliminate a full assessment on four sites. So if we wanted to only do two or maybe three, sometimes we want to do four sites to accommodate different areas of town, but it does come at a cost. And so talking to Craig said with Caleb J.

But by doing the four sites, it does all of our research, our homework, the feasibility we’ll talk about if they have to bring utilities in, how much is that going to cost versus another site where

00:19:45,200	We have no idea when that timeline is going to happen, but if we are thinking about Legion Park and where the east side of that building is, where the warming or assuming the east side of the warming house where the ice skating rink is, is one of the sites that we’ve looked at. That would be a construction easement, or at least construction happening in there where we don’t necessarily want to impact that.

00:19:59,500	So we’d have to take that into consideration if we were to place a splash pad on the east side of that building, we then would just have to reroute the construction site, whether to the north or to the south, off that main road coming in there.

The access into that area potentially could access or impact the splash pad during construction. It’s not a deal killer, but something to think about. What we need to think of as far as potential impacts.

Um, I’ve shared all the concerns with Garrett as we have to head to Dickinson for Nepa, but we want to move that construction easement far enough away or it doesn’t impact. But I think, you know, more importantly, when young families and kids are going there, we’ve got to have some type of restroom and we’re going to need some type of holding tanks for this splash pad at some point.

00:22:06,600	So we maybe can tie those buildings in. I know I get a lot of calls from the public being we don’t do a whole lot of facilities in north of the interstate, and we’ve tried to look at some of these sites, and we purchased that 47 acres back in oh three.

00:22:21,370	And we know that’s potential adjacent to where the proposed data center may go. But that site is kind of what was planned to address all of our regional needs in North Mandan. And so with the development not taking off as fast as we thought, um, we’re just sitting on that land.

00:22:34,300	And then obviously with the data center, not sure how that’s going to impact that land for the future. And then you start getting out west of town. You know, when I’m talking west, north of, um, Old Red Trail Elementary.

00:22:49,300	I mean, that’s a long ways for young families, and I’d love to be able to be centrally located where they can walk, ride their bikes, um, you know, go after school and be able to access this. And so we are working on those sites, but each site is going to have its own hurdles.

00:23:04,630	And then in talking with Brad, you know, I think some of these can be a splash pad in the summer and an ice skating rink if does sign. Right. I mean, we want to take an ice skating rink away to put a splash pad there. Or is that, uh.

00:23:19,200	If it were to go to Legion Park on the south side of town, we talked about taking that skating rink and potentially flipping it, and then we would lose portions of that chipping area where the chipping green is there on the west side. We’d still have the green there. And we have, you know, your 1020 yard chips. But those 30 and 50 yard chips might be reduced if we were to move the rink.

00:23:30,500	The good thing is it doesn’t have a lot of boards up. You know, it is movable. We have it just the regular berm around there that we built up with staff, with their equipment. Be an easy replacement, but we could move it even further to the south than we lose parking if we were to bump it where those, um, horseshoe pits are at.

And they said of all the courses they’ve played in North Dakota, it’s in the best shape of all of them. Um, so very proud of the work that our staff does on our golf courses.
